University electrical contractor working across the South East

We are an electrical contractor based in Battle in East Sussex, working as a university electrical contractor across Kent, East Sussex, Surrey and the wider South East. A university estate is a portfolio of buildings of wildly different ages, a Victorian teaching block, a 1960s science building and halls of residence, on one shared distribution network, run by a team that has to keep it compliant and keep it running through teaching weeks. We work for estates directors, project managers and procurement teams, and alongside the consulting engineers on campus. The compliance programme that never quite closes

What goes wrong on a campus is usually a compliance programme that never quite closes. Inspection reports arrive from three or four contractors in three or four formats, so nobody can say which building is worst. Limitations carry forward year after year, because nobody could get into the plant room during teaching weeks. The intake and distribution have been extended building by building as the estate grew, so an isolation depends on somebody’s memory. And the work booked into a vacation overruns into freshers’ week.

Buying the inspection on price is what starts it. A cheap EICR is priced per circuit, and the engineer gets about five minutes on each one, which in a science building is not long enough to work out what a circuit feeds. We have seen a £500 report turn into a £10,000 remedial bill, and on an estate the pattern repeats building by building.

An estate programme that does close out is different from the first week. The access plan is agreed before anything is booked, with the rooms that are hard to reach given a date rather than a limitation. Reports are written to one format, coded to BS 7671 and explained, so they can be compared and turned into a budget. Distribution is recorded as it is altered, so the schedule inside the panel describes the panel.

EICRs and testing run as a programme across the estate rather than as unrelated visits, with engineers given enough time to understand each circuit, so reports come back with far fewer limitations. Inspections regularly find the panel work.

Energy saving and heating
LED lighting upgrades in lecture theatres, libraries and sports halls, surveyed free and priced against a savings calculation that typically shows payback within five years, which is the figure a carbon reduction plan or a funding bid needs. We survey building by building, and leave the carbon conversion to your own reporting factor. Electric heating covers a building that is hard to heat, with radiant heaters warming a sports hall from the ceiling rather than the air above it.

General commercial electrical installation work, data and networking cabling and EV charging in car parks. Where a lecture theatre also needs AV or a hearing loop, that is handled by our sister company, OBAV.

Tender, frameworks and what a university needs before we are on site

Universities buy this work through procurement, and we are used to it. Most of it arrives as a tender, a call-off under a framework or an order against an approved contractor list. We quote against consulting engineers’ specifications, work under main contractors, complete a pre-qualification pack before there is work on the table, and issue the method statements and the O&M information expected at handover. Our engineers are DBS-checked, which matters on a campus with under-18 students. We price the full job, so there is no variation in the middle of a vacation. It starts with a site visit to the intake, the main panel and the boards it feeds. We work out the switching sequence and what can be done live, agree the outage windows, and plan the changeover into a vacation or a weekend, with temporary supplies where a building cannot lose power. At Chichester that meant three days on backup generators.

Whether we run an EICR programme across multiple buildings

Yes, and an estate gains more from inspection run as a programme than from separate jobs. We agree the buildings and the order, agree the extent and any sampling in writing, and issue every report in one format, coded to BS 7671 and explained. Access is planned building by building, which keeps limitations out of the reports.

Working across a vacation to a fixed handover date

A vacation programme is planned backwards from the handover date. We agree the access and the sequence before term ends, order the long lead items in advance, and put testing and certification inside the shutdown. Where a scope will not fit one vacation we say so when we quote.
